Jason Holleman is of counsel with Collins Legal, PLC where he focuses primarily on land use and zoning, state and local government regulation and licensing, property disputes, condemnation and civil litigation. Prior to working with Collins Legal, Mr. Holleman served as principal at West Nashville Law Group, PLLC and at Jones, Hawkins & Farmer, PLC.

Mr. Holleman is a native Nashvillian and a seventh generation Middle Tennessean. He attended K-12 in Metro Public Schools and graduated from John Overton High School. He received his Bachelor of Arts degree, cum laude, from Samford University in Birmingham, Alabama where he served as Vice President of the Sigma Nu Fraternity, President of the Samford Interfraternity Council, and two years as Class President.

Mr. Holleman subsequently earned his Juris Doctor degree from Tulane University School of Law in New Orleans, Louisiana. While at Tulane, he earned a Certificate of Environmental Law and was on the Senior Board of the Tulane Environmental Law Journal, as well as being an active participant in the Tulane Environmental Law Clinic.

Mr. Holleman began his legal career with the Office of General Counsel for the Tennessee Department of Environment and Conservation, working mainly on issues related to solid and hazardous waste regulation and the Tennessee State Parks system. From 1999 until 2002, he served as an Assistant Attorney General with the Office of the Tennessee Attorney General and Reporter, Environmental Division, where his primary responsibilities involved enforcement litigation on behalf of the Tennessee Department of Environment and Conservation. From 2002 until 2008, Mr. Holleman worked in private practice with the Nashville law firm of Farmer & Luna, PLLC, where represented numerous state and local government entities, as well as individuals and private businesses.

His appellate work has included State ex rel. Flowers v. Tennessee Coordinated Care Network, 2005 WL 427990 (Tenn.Ct.App. 2005), which marked a significant extension of the constructive trust doctrine in Tennessee, as well as Harding Academy v. Metro Gov’t of Nashville and Davidson County, 222 S.W.3d 359 (Tenn. 2007), which established the pending legislation doctrine for local government decisions. Most recently, Mr. Holleman served as lead counsel in Neighbors of Old Hickory v. Metro. Gov’t of Nashville and Davidson County, No. M2016-01815-COA-R3-CV (Tenn. Ct. App. Oct. 25, 2017), which defined the scope of the Tennessee Vested Property Rights Act, Tenn. Code Ann. § 13-4-310(b).

From 2008 to 2012, Mr. Holleman has served as the City Attorney for the City of Mt. Juliet, Tennessee where he represented all boards and commissions within the municipal government, including the Board of Commissioners and the Municipal-Regional Planning Commission. He also provided legal advice to all city departments and coordinates all litigation on behalf of the City of Mt. Juliet.

Mr. Holleman is the past chair of the Environmental Law Committee of the Nashville Bar Association, a former member of the Executive Committee of the Environmental Section of the Tennessee Bar Association, and a current member of the Tennessee Municipal Attorneys Association. He was a member of the 2011 class of the Tennessee Bar Association’s Leadership Law program, and the 2009 winner of the Nashville Area Chamber of Commerce’s Nashville Emerging Leader Award in the area of Government and Public Affairs. He is active in several civic and community organizations, including serving as the inaugural chair of the Richland Creek Run that raises funds to support Greenways for Nashville. He is the past chair of the Board of Directors of the Nashville City Cemetery Association and a past member of the Executive Board of the Middle Tennessee Council of the Boy Scouts of America, as well as a past member of the Board of Directors of Nashville’s Table (a food rescue non-profit that has now merged with Second Harvest) and Historic Nashville, Inc. Mr. Holleman is also a member of the Scottish Rite, John B. Garrett Masonic Lodge No. 711, and West Nashville Masonic Lodge No. 612. For over a decade, he has also been a member of the Nashville Downtown Rotary Club.

In 2007, and again in 2011, Mr. Holleman was elected to serve as a District Councilman on the Metropolitan County Council for Nashville and Davidson County. During his tenure, his service included appointments to the Budget & Finance, Rules, Confirmations & Public Elections, and Planning & Zoning committees. He has also represented the Metro Council on the Metro Greenways Commission and the Metro Homelessness Commission, and he has participated in the National League of Cities.

Mr. Holleman has two children that attend Metro Nashville Public Schools and a preschool-aged daughter. He and his family attend Belmont United Methodist Church. Mr. Holleman is an avid runner and enjoys outdoor activities and spending time on his family farm in Smith County, Tennessee.
